Job Description

POSITION OVERVIEW

Manager, Finance is responsible for preparing financial reports, statements and analysis for internal clients, Senior Leadership, the Ministry of Health and Long Term Care, and Ontario Health. This includes ensuring maintenance of financial records and processing transactions for funding health system providers. The Manager, Finance may also support payroll, accounts payable and accounts receivable. The Manager, Finance will assist WWLHIN staff in preparing budgets and ensuring a strong system of accounting principles, practices and controls are being utilized while providing information and analysis to support decision making across programs and departments. A key component of the role is to identify, recommend and implement improvements to tools, resources, and processes to support financial accountability across the organization.

ROLES & RESPONSIBILITIES

Manager, Finance is responsible for:

  • Managing a staff of two direct reports.
  • Preparing financial reports, statements and analysis for internal clients, Senior Leadership, the Ministry of Health and Long Term Care, and Ontario Health.
  • Maintenance of financial records and processing transactions for funding health system providers inclusive of, but not limited to:
    • Processing funding letters and associated financial transactions;
    • Processing the revised funding letters for reallocations and associated financial transactions (including Quality Based Procedures (QBPs));
    • Supporting the ministry with reconciling prior years’ recoveries from health system providers (HSPs);
    • Reconciling funding monthly;
    • Management of cash advance requests and processing.
  • Managing the capital funding for the health system providers.
  • Back up support payroll, accounts payable and accounts receivable, as needed.
  • Assisting in preparing budgets and ensuring a strong system of accounting principles, practices and controls are being utilized while providing information and analysis to support decision making across programs and departments.
  • Recommending and implementing improvements to tools, resources, and processes to support financial accountability across the organization.
  • Preparing weekly, monthly quarterly and annual reporting to Ministry of Health and Long Term Care, as required.
  • Monitoring the financial condition of the Health Services Providers.
  • Providing leadership to members of the finance system team including workforce planning, hiring of resources, performance management and performance appraisals, and managing the activities of the team in an efficient, fiscally responsible, and effective manner. Ensuring that deadlines are met in accordance corporate guidelines, procedures and Ministry requirements.
  • Maintaining up-to-date understanding of legislative changes that affect financial practices and controls.
  • Ensuring that a high standard of accuracy and consistency is applied to financial practices and procedures of the organization so that auditing requirements are met and surpassed.

 

EDUCATION AND EXPERIENCE

  • Post-secondary education/training in finance, accounting, business administration, health administration or relevant field, including a professional accounting designation or demonstrated professional development progress (CPA).
  • Minimum of 5 years related work experience.
  • Proven people-management skills, including ability to coach and motivate staff on an ongoing, sustained basis.
  • Solid communication and inter-personal skills to work effectively and develop trust with the senior management, staff, Ministry of Health and Long-Term Care representatives, and other stakeholders.
  • Demonstrated capacity to identify and respond quickly to emerging issues and priorities, as well as to meet tight deadlines.
  • Demonstrated problem solving skills with the ability to develop innovative solutions to address complex challenges.
  • Ability to identify opportunities and develop solutions while ensuring compliance to applicable legislation.
  • Ability to successfully adapt to changing demands and conditions, remain calm and self-controlled under pressure, and maintain a positive approach.
  • In-depth knowledge of, and proven ability to establish budgeting, financial and accounting policies, controls, processes and best practices.
  • Comprehensive experience in performing financial analysis and critical evaluation of complex financial programs.
  • Skilled in the operation of a personal computer using software such as Windows, Microsoft Office, database applications, and knowledge of system access and control concepts, with an ability to identify and prevent conflicting access or implement compensating controls.
  • Proven analytical and problem solving skills, ability to find relevant information, check facts and data and an aptitude for mathematical principles related to financial analysis; an ability to share these principles and approach with staff.
