    Senior Manager, Budgeting & Forecasting

    About Us

    The Central Local Health Integration Network (LHIN), a Crown Agency of the Province of Ontario, is responsible for planning, funding, integrating health services and delivering home and community care services for over 1.8 million people living in northern Toronto, parts of Etobicoke, York Region and South Simcoe County. The LHIN provides over $2 billion in funding to more than 90 health service providers including hospitals, long-term care homes, community health centres, mental health and addiction service providers and community support services.



    Lead, plan, and coordinate the annual budget, monthly forecasts, including complex economic and financial analyses, to support the effective use of funding and resources in the Central LHIN; forecast expenditures, considering cost drivers, and provide advice and interpretation in relation to client service strategies and program delivery options.



    • Responsible for leading the annual budget and monthly forecasting process.
    • Prepares monthly financial reporting package for review by Director, Finance and VP, Performance, Corporate Services and CFO for submission to Board and Senior Leadership Team.
    • Provides expertise and insight to the organization’s fiscal planning, budgeting and forecasting based on economic and financial analysis.
    • Leads and develops budgeting and forecasting models and parameters to support multiple funding restrictions, conditions and requirements including evaluation of cost drivers, policy/program changes and risk factors. Works closely with clinical experts within and outside the LHIN in order to inform budgeting and forecasting models.
    • Leads initiates and manages economic and financial analysis for the quantification and evaluation of factors and issues affecting community health care (e.g., demographics, hospital, community and other health care trends, vendor pricing, utilization etc.).  
    • Provides expertise and insight in the government funding mechanism to ensure LHIN maximizes resources while providing excellent quality service and supporting strategic directions including, understanding cost drivers, dependencies, sensitivities and working closely with hospital counterparts.
    • Develops and presents modeling results and/or recommendations for operational changes to senior and client service management including cost drivers and strategies for wait listing, capping or deferring service and other possible alternative delivery models.
    • Provides leadership and expertise in the development and assessment of strategic directions, policies and program options for the delivery of a range of the range of services provided by the LHIN with particular emphasis on the economic factors and impacts associated with customer needs and program delivery.
    • Provides on-going economic and financial analysis and assessment of the pricing of community case services. Develops and costs viable alternative options for assessing and managing services (e.g., renting vs. owning, provider service vs. direct services, etc.).
    • Develops and maintains liaison with a broad range of stakeholders and information sources in the health care, pharmaceutical, and health economics fields to obtain/discuss information on trends and developments affecting community health care.
    • Participates as a senior level resource on provincial discussions related to planning, budgeting, forecasting and analysis or fiscal issues.
    • Manages Finance staff involved in budgeting and forecasting.

    • Failure to provide effective economic and financial impact analyses and viable recommendations could result in misguided decisions, the subsequent inappropriate commitment of resources resulting in a mandated operational review and criticism of the organization.
    • Poor quality analysis and conclusions could also result in significant concerns for the LHIN in terms of budgeting and ultimately result in a year-end deficit which is legally not allowed.





    • Bachelor’s degree in business or other related discipline is required, a Master’s level degree is preferable.
    • Designation as a Chartered Professional Accountant is required.
    • At least 5 years of forecasting/modeling experience.
    • Healthcare experience would be a definite asset.
    • Position requires knowledge of the principles, methodologies, issues and trends related to micro/macroeconomics, health economics including: economic/financial modeling, analysis and forecasting, statistical analysis, financial impact analysis, and cost benefit analysis in order to plan and lead analytical studies and provide policy/program recommendations.
    • Knowledge of the standards, policies, legislation, practices and issues associated with community health care in order to analyze and interpret information within the context of the LHIN environment.
    • Knowledge of financial systems, data management, economic and financial modeling tools and methodologies, software (e.g., project management, presentation, word-processing, spreadsheet and database software) and Internet technologies to develop complex economic models, establish internal information systems, analyze data, and produce high quality reports.
    • Knowledge of project management principles, approaches and methodologies in order to coordinate and lead economic analysis initiatives.
    • Strategic orientation, analytical and conceptual skills to evaluate the impact of various factors and trends on LHINs and formulate strategies/options.


    Communication/Interpersonal Skills

    • Communication, consultation, presentation and client relations skills to synthesize and present complex analyses in clear and understandable terms and to consult extensively with internal/external stakeholders and information sources with judgment and tact.
    • Fostering and maintaining good relationships with a range of stakeholders and information sources (e.g., health economic and research institutes, associations, hospital, HSSO, health economists) to obtain critical information required for the thorough and valid analysis of factors affecting community health care.
    • Ability to mentor financial analysts on budgeting, forecasting and modeling techniques and best practices.

    Problem Solving/ Complexity

    • This position is the LHIN specialist in health care economics and as such is responsible for on- going problem solving of complex economic or financial issues including:
        • economic and financial analysis for the quantification and evaluation of factors and issues affecting community health care (e.g., demographics, health care and hospital and community trends, vendor pricing, utilization etc.).
        • providing analysis and recommendations to support annual fiscal planning
        • forecasting, analysis and/or modeling in relation to provider services, financial impact of new programs or changes in existing programs, and vendor pricing.





    Accountability & Decision-Making

    • Work is performed under the general direction of the Director, Finance and VP, Performance, Corporate Services and CFO with considerable latitude for independent decision-making in developing and coordinating analysis, options, studies and recommendations.
    • Considerable judgment and decision making is exercised in interpreting complex information and providing management with expert recommendations concerning viable options for operational changes.
    • Judgment and decision making is exercised in providing leadership and developing sophisticated methodologies and models for a variety of complex economic analysis and evaluation projects in areas affecting LHINs such as demand and supply influences, clinical and hospital developments, price factors including service provider costs, legislative and government policy changes.
    • Accountable for providing analysis and recommendations to support annual fiscal planning.
    • Accountable for budgeting, forecasting, analysis and/or modeling in relation to provider service expenditures, financial impact of programs, and vendor pricing, thereby making a significant contribution to decisions concerning the commitment of resources.
    • Accountable for developing program options to improve cost effectiveness and service delivery and for planning and leading economic research and analysis of factors affecting the cost and delivery of community health care.


    People (Leadership)

    • Manages all Finance staff involved in budgeting and forecasting.
    • Provides project leadership to the financial analysts in Finance.
    • Provides advice and guidance to staff in resolution of complex problems.
    • Responsible for knowledge transfer and education of financial analysts with respect to existing and new processes and compliance requirements (internal & external).
    • Develops, supports and evaluates the performance of staff; assigns work and projects, monitors and adjusts workloads as required.  
    • Identifies education, staff development and training needs. Arranges continuous education opportunities as required.
    • Provides leadership in develop and initiation of economic and financial analysis to support fiscal planning, and operational changes.
    • Provides leadership and expertise in the development and assessment of strategic directions, and program options for the delivery of community care.
