    POSITION SUMMARY

     

    Reporting to the Vice President, Clinical, the Research and Innovation Officer is responsible for leading medical and scientific research activities to ensure accountability for best practice research and integration across portfolios in alignment with the organization’s strategic plan. This position provides oversight to the evaluation and research of programs design and delivery for health programs and services, partnering with portfolios and departments to implement the organizational framework that supports innovation and research to improve health service delivery in the Mississauga Halton region.

     

    DUTIES & RESPONSIBILITIES

    • Coordinates the organization’s research activities, with a focus on evaluating the effectiveness of new and innovative models of care delivery in alignment with LHIN priorities.
    • Collaborates with other portfolios, in the development of an integrated organizational framework to reflect the continuum of Quality Improvement, Decision Analytics, Program Evaluation, research and Medical/Scientific Research activities, to ensure clarity of approach and accountability, and integration across portfolios.
    • Partners with other portfolios to implement the framework, and provides leadership to clinical best practice research, test of change evaluation, new partnerships and innovation in alignment with strategic plan.
    • Works with the Privacy Officers to ensure compliance when conducting evaluation and research
    • Established linkages with partners for research and ethics review boards
    • Creates process for decision making within the LHIN for new research or innovation
    • Represent the Clinical portfolio at regional and provincial tables as needed
    • Builds partnerships within and across sectors, identifying high impact opportunities for innovation and transformation within the health system;
    • Works in partnership with other departments to build evaluation and research capacity; builds awareness of local and provincial resources and facilitates connections with system partner
    • Seeks innovative opportunities for improved health system design and care delivery aligned with LHIN strategic and priority areas
    • Designs and implements innovative approaches including evaluation for test of change in clinical and system design
    • Provides guidance and consultation to program leadership in research and evaluation of program design and delivery of health programs/services.
    • Designs a practical evaluation model that integrates monitoring, self-assessment, planning and evaluation of clinical programs/services (process and outcome measures).
    • Serves as consultant to LHIN colleagues and works in collaboration with clinical leaders to make evidence-based recommendations regarding potential changes to programs, delivery of care and impacts on services and staff resources.
    • Works collaboratively with LHIN portfolios and system partners to support the identification and development of clinically meaningful evaluation and outcome measures.
    • Provides clearly written interpretive reports based on quantitative and qualitative evaluation analysis to LHIN leadership.
    • Develops and prepares research proposals and associated grant applications; interacts with funding agencies to identify and secure grant funding.
    • Manages designated research budget.
    • Leads and provides oversight to new clinical project development in line with system priorities
    • Builds and manages relationship/partnership with Advisory Board
    • Works closely with Institute for Better Health, the universities and others involved in research

     

    QUALIFICATIONS

     

    Education, Training & Experience:

    • Master’s degree in health science, social science or related
    • Five (5) years of experience in related research/evaluation/decision support in public health, community health programs, acute care, Ministry or other health services.
    • Understanding and awareness of health equity and patient/family engagement focus
    • Knowledge of current research methodology/policy development tools and techniques, particularly as they pertain to analyzing and assessing system-wide funding, health human resources and delivery models
    • Experience in new program development and implementation
    • Evidence of collaborative abilities with multiple partners
    • Experience in project management, program planning and evaluation.
