Job Title: Lead, Primary Care Collaboration and Strategy (16 month contract)
Reports to: Vice President, Clinical
This Director-level position is responsible for providing leadership in the WWLHIN Primary Care portfolio with a commitment to improving the patient experience, acting as a community leader to drive innovative and creative change, and empowering clinical leadership to engage front-line providers in system decision making.
The leader creates a supportive, integrated environment to leverage the broad functional expertise of team members to design, implement and lead the best health system solutions for our residents. The areas of functional expertise include health system planning, performance improvement, contract management, eHealth, communications, change management and community engagement.
The Primary Care Lead will achieve this by exemplifying strong leadership characteristics; seeing the future, strategizing, empowering others, delegating authority, encouraging risk taking, managing difficult conversations, establishing flexible lines of authority, building on intrinsic motivation, building around values, striving to make change, focusing on people and results. Community engagement, political acuity, and collaborative partnership skills are essential.
Major Duties and Accountabilities
- Identify, research and provide expert-level recommendations on achieving WWLHIN strategic health service plan and annual business plan objectives
- Provide strategic advice to senior management and the Board of Directors regarding system integration status including program and project delivery updates, risk identification and assessment, stakeholder interaction/cooperation and any new issues arising
- Work with a diverse group of internal and external stakeholders to make assigned system advances materialize
- Contribute to strategy development to optimize resources and improve quality, applying a population health and health equity lens to system design and planning
- Identify high-risk issues related to system transformation and program implementation and development, and develop and implement appropriate mitigation strategies
- The negotiation of performance agreements with primary care providers and assist with performance management and quality improvement
- Provide leadership and contribute to intra-LHIN, inter-LHIN and ministry dialogue on the design and implementation of specific to priorities and gaps identified by the WWLHIN and/or MOHLTC.
Leadership Team Membership
- Provide leadership and expert advice from a primary health care and health system integration perspective to the VP Clinical
- Provide leadership and contribute to inter-LHIN and ministry dialogue on the design and implementation of solutions specific to priorities and gaps identified by the WWLHIN and/or MOHLTC
- Lead projects related to the above and support other WWLHIN activities and projects as required.
Education and Experience:
- Post-secondary/Master’s degree in clinical sciences, health administration, health planning, business administration, or relevant field.
- 10+ years’ experience in related field
- Demonstrated experience in developing and leading initiatives aimed at accelerating transformation at a system level with multiple diverse stakeholders.
- Demonstrated leadership and management of resources (both human and financial).
- Demonstrated senior level program and/or policy development experience within a health care or related environment.
- Expert understanding of the Ontario health care system, its stakeholders, programs, issues, dependencies and relationships.
- Demonstrated experience working effectively in partnership with broad range of individuals and organizations of diverse backgrounds at all levels, preferably within the health care sector.
- Leadership experience in risk management and demonstrated capacity to identify and respond quickly to emerging issues and priorities.
- Superior interpersonal, facilitation and relationship management skills.
- Exceptional presentation, communication and interpersonal skills, including the ability influence effectively at all levels and across all types of organizations within healthcare as well as other stakeholders
- Ability to operate as an effective tactical, innovative and strategic thinker
- Proven track record in gaining the credibility and respect of key community leaders
- Communication and inter-personal skills, to work effectively and develop trust with the Board of Directors, CEO, other senior management and staff, and to liaise with the MOHLTC
- Demonstrated capacity to identify and respond quickly to emerging issues and priorities and to meet tight deadlines.
- Demonstrated conflict resolution and negotiation capacity.
- Able to respond well under pressure
- High level of personal initiative, creativity, and a high degree of self-motivation
