POSITION SUMMARY

Reporting to the Director, Service Provider Performance, Contract Management and Corporate Procurement, the Procurement & Contract Specialist leads all aspects of the procurement process and contract management for the Mississauga Halton Local Health Integration Network (LHIN). This role also includes establishing effective relationships with Service Providers and Vendors to address ongoing contract issues, issue contract extensions and renewals, along with promoting and supporting quality practice through the monitoring of performance.  

 

DUTIES & RESPONSIBILITIES

 

Home and Community Care Contract Management

  • Manages and maintains Mississauga Halton LHIN’s contract documents for home and community care, to ensure contracts are current, renewed in a timely manner and meet legislative and regulatory requirements
  • Plans, issues and facilitates the evaluation of the RFP process for patient related services including medical supplies and equipment and develops contracts in accordance with Ministry of Health and Long Term Care policies and guidelines
  • Awards contracts as a result of the provincial RFP procurement process
  • Consults with other LHINs and key stakeholders as required, e.g. information gathering, as well as initiating environmental scans across the province to support procurement best practices
  • Maintains all ongoing contract related documentation and databases to ensure all applicable files meet the requirements of the contract and are kept up to date
  • Coordinates the distribution, signature and return of       procurement documents, evaluation tools, legal agreements, addenda and amendments within required deadlines
  • Leads the planning and development of contract renewals, extensions and amendments
  • Leads the informal contracts renewal process including but not limited to all private, home school and hospice agreements
  • Leads and facilitates the updates and changes required in Client Health Related Information System (CHRIS) for Medical Supply and Equipment Contracts, e.g., Master Item Catalogue and Pricing changes
  • Reviews and resolves Suspended Line Items and billing issues in CHRIS for Medical Supplies, Equipment and IV including collaborating with staff and service providers
  • Provides direction to the Administrative Assistant regarding management of files and any off-site storage in accordance with Provincial/LHIN file retention standards
  • Supports ongoing education to staff regarding contract management policies and procedures to promote staff awareness, understanding and compliance with the contract obligations

 Corporate Procurement

  • Manages all aspects of the procurement process for the purchase of goods and services including stakeholder engagement, RFx development, vendor selection, execution and post bid management to ensure the procurement process is conducted in accordance with the Ontario Public Sector (OPS) Procurement Directive, provincial and federal laws, legislative requirements, trade agreements and related Mississauga Halton LHIN policies, procedures and guidelines
  • Reviews all purchase requisitions for compliance with LHIN policies and procedures
  • Provides support and oversight to purchase order generation and management
  • Prepare applicable RFx documents, letters, reports, advertising for solicitation of bids including posting high dollar procurements on the Ontario Tenders Portal - BravoSolution
  • Assist stakeholders in defining and assessing their requirements and developing scope of work, specifications
  • Develop and provide staff training throughout the organization with regards to procurement policies and procedures, proposal evaluations and contract management
  • Participate in Provincial Corporate Procurement working group meetings through Health Shared Services Ontario (HSSO)  
  • Leads and functions as a subject matter expert for all corporate procurement activities including but not limited to vendor of record arrangements, interpretation and adherence of all applicable laws, regulations, statues and Ontario Public Sector (OPS) Procurement Directive

QUALIFICATIONS

 

Education, Training & Experience

  • Post-secondary education in business, procurement, purchasing and/or contract management or a related field (or equivalent combination of education and experience)
  • Supply Chain Management Professional (SCMP), Certified Professional Public Buyer (CPPB) designations/other an asset
  • Four (4) to six (6) years related work experience, preferably in procurement and contract management in an Ontario Public Sector environment
  • Previous employment utilizing procurement processes, specification writing and interpretation
  • Experience in analyzing and interpreting data and ability to translate data using Microsoft office and other tools into useful information
  • Ability to create, edit and interpret contracts
  • Ability to comprehend complex and technical language of Provincial templates for Goods and Services
  • Ability to safeguard confidential information in a responsible manner
  • Excellent organizational, negotiating, and problem-solving skills
  • Excellent planning and time management skills are required to manage multiple priorities and deadlines
  • Knowledge and experience in relation to the provincial OPS Procurement Directives and processes
  • Knowledge and understanding of electronic tendering services (e.g. BravoSolution to post electronic tenders and other bid documents)
  • Understanding of contract law and related legislation
  • Experience in a health related environment an asset
