Health System Planning & Sub-region Lead

The Central Local Health Integration Network (LHIN) is one of 14 LHINs transforming health care in Ontario.  The LHIN works with local health service providers and communities to design real-life solutions that improve access to care, better coordinate services and improve people’s experience with the health care system.

 

PRIMARY PURPOSE:

Provides oversight for the planning, coordination and integration of health programs and services at the LHIN regional and sub-region level. The LHIN lead will provide leadership, facilitation and support to health service providers and partners within each sub-region to identify opportunities that strengthen collaboration at the community level, using a population health and equity lens to improve outcomes for residents, patients, clients, caregivers, and families.

Responsible for managing complex planning projects or activities, including project management and community engagement; and providing expert and strategic advice regarding planning and research within the assigned portfolio.

 

KEY ACCOUNTABILITIES:

  1. Leads the development and implementation of local planning with a focus on integration, coordination, service innovation and quality improvement at the sub-region level in coordination with provincial and regional strategies.
  2. Facilitates engagement and problem-solving discussions with health system providers, partners, and local communities in order to achieve key local deliverables.
  3. Analyzes sub-regional health care system to identify gaps and opportunities, initiating action to address provincial strategic priorities.
  4. Coordinates and aligns with sub-regional Primary Care and Home and Community Care Leads, providing leadership and direction for central resources supporting sub-regional activities.
  5. Maintains an awareness of current issues in the health care system related to the Integrated Health Service Plan (IHSP) strategic priorities, Annual Business Plan (ABP) objective and key result areas, with a particular emphasis on sub-region issues related to the implementation of change initiatives.
  6. Provides active leadership in the development of the IHSP and ABP.
  7. Conducts high-quality research and planning and stays abreast of best practices and methodologies in health care planning to identify and recommend best planning approach.
  8. Prepares CEO report items, CEO/Board of Directors briefing notes and production of materials that support decision-making processes.
  9. Provides subject matter expertise to the Central LHIN as directed, driving consistency in strategy and desired performance outcomes
  1. Leads key provincial, cross-regional and regional initiatives across sub-regions with cross-functional teams.

 

POSITION REQUIREMENTS:

Education:

  • Bachelor’s degree in health administration, health planning, business, public policy or relevant field; Master’s degree preferred.

Experience:

  • Minimum of 5 years’ planning experience in a health care environment.
  • Demonstrated capacity for handling ambiguity and complexity.
  • Demonstrated problem-solving, influence, and conflict resolution skills.
  • Proven skill and success in leading large, complex planning projects.
  • Expert ability to select and apply multiple planning methodologies as appropriate.
  • Excellent oral and written communication skills, and presentation skills, to prepare and deliver reports and presentations.
  • Superior data analysis and evaluation skills to manage and evaluate impact of implemented projects.
  • Demonstrated experience with facilitation techniques and processes, including experience developing and facilitating complex sessions involving diverse stakeholders.
  • Demonstrated experience working effectively in partnership with a broad range of individuals and organizations of diverse backgrounds, within the health care sector.
  • Excellent project management skills.
  • In-depth understanding of the Ontario health care system, and its stakeholders, programs and issues.

  • Level of Responsibility - The position provides a leadership role in the modeling, sustainable improvement, priority-setting analysis and health planning and integration, including consultation with the sectors relevant to the assigned portfolio.  Works closely with the Director to determine business plans and priorities.
  • Decision-Making Authority - The position provides critical recommendations and works closely with the Director to determine key decisions related to priority setting and health planning and integration within the assigned portfolio.

 

KNOWLEDGE:

  • Experience working with government and non-governmental funded organizations and understanding of LHINS’ mandate and their role within the broader health system
  • Understanding of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development
  • Understanding of organizations, health policy and decision-making to guide corporate-wide transformation
  • Strategic thinking and analysis knowledge and experience to conceive, produce, implement and monitor strategic policies and long-term plans and to anticipate and capitalize on emerging trends, requirements and opportunities
  • Knowledge of current research methodology/policy development tools and techniques, particularly as they pertain to analyzing and assessing system-wide funding, health human resources and delivery models
  • Ability to conceptualize and grasp a broad range of complicated issues and concerns; problem-solving skill to identify, evaluate and resolve/manage complex policy issues, problems and processes.
